Mission Statement
The mission of the Governor’s Subcabinet on Base Realignment and Closure (BRAC) is to enable the State of Maryland to fulfill its responsibility to support our nation’s defense and security efforts while maximizing the benefits and opportunities resulting from the U.S. Department of Defense’s BRAC process. Through a regional approach, the Subcabinet coordinates State activities and works with the federal and local governments to prepare for and accommodate incoming households and jobs while sustaining and enhancing the quality of life throughout the State. The Subcabinet is chaired by the Lieutenant Governor, Anthony Brown and included 10 state member agencies that are committed to BRAC efforts. Information about the Subcabinet can be found at:

Several BRAC Initiatives work towards helping Maryland reach it’s Smart, Green, & Growing (SGG) goals:
The BRAC Community Enhancement Act, signed into law on May 13, 2008 authorized the creation of BRAC Community Revitalization and Incentive Zones (BRAC Zones) to accommodate growth resulting from BRAC. The Act directs growth to areas of the state that have the capacity for additional housing, public facilities and infrastructure. The new law designates areas where local jurisdictions will be eligible for incentives to improve public infrastructure such as streets, utilities and recreation venues. While all jurisdictions are eligible to apply for BRAC Zone designations, first priority is given to areas that are served by public transportation (within ½ mile of mass transit), have the greatest capacity for economic growth and are located within a Priority Funding Area (PFA). The Zones connect growth and development opportunities that BRAC brings to Maryland‘s communities seeking revitalization and investment through Smart Growth that is anchored on transit and mixed use.

The Northeastern Maryland Water Summit, occurred on November 7, 2008 in Aberdeen, Maryland. Through a partnership with state, county and local government elected officials, the goal of the Summit was intended to launch a new regional planning effort for water supply in northeastern Maryland. The signing of a Memorandum of Understanding (MOU) by these officials assures that all partners will work together on issues of water delivery as it relates to BRAC growth in Northeastern Maryland.
